Plants are generally identified using field guides with a dichotomous key.
The flowering parts are most helpful in identifying an unknown plant, and then once you're familiar with the common ones you can ID them from their other structures. A hand lens is most helpful to magnify their parts as many of the tundra plants are tiny. You would be amazed what you can see with a 10x magnification!
